Cotner and his wife Susan of Montgomery; four step-sons: George A. Raymond and his wife Charlene in Delaware; Bruce A. Raymond and his wife Ann in Maryland; John A. Raymond of Pennsylvania; and Kenneth A. Raymond of Maryland; 11 grandchildren; 5 great-grandchildren; 9 step-grandchildren; 7 step-great-grandchildren; one step-great-great-grandchild; and a sister, Barbara Minnick of Milton.
